PPWR Article 6 — Design for Recycling

Article 6 reframes packaging compliance around a single number: the recyclability grade. Where the old PPWD asked “is this recyclable in principle?”, PPWR asks “at what grade, in this market, with the current sorting infrastructure?” The answer must be computed per packaging type, declared in the Declaration of Conformity, and re-issued whenever the specification changes.

The A–E grading scale

The Annex II worst-of methodology

The grade is not an average. Annex II of PPWR defines a worst-of approach: every component of a packaging item — primary substrate, adhesive, ink, coating, closure, label, sleeve — is graded independently, and the worst component sets the overall grade.

Component-level criteria

Each component is assessed against the criteria of the recognised materia-knowledge body for its material family:

For composites and multilayer packaging, the dominant material defines the assessment stream, and the non-dominant layers are evaluated as contaminants. A paper-based pouch with a 5 µm aluminium oxide barrier is graded in the paper stream, with the aluminium layer assessed against the “maximum non-paper component” threshold from Cepi.

“Recyclable” vs “recycled at scale”

From 1 January 2035, grade A requires not only excellent Design for Recycling but also that the packaging is “recycled at scale” in the relevant member state — Article 6(6). This is a bar that depends on the sorting and recycling infrastructure in each market, not on the design alone.

  • Grade A by 2026 — design recyclability ≥ 95%. Theoretical bar.
  • Grade A by 2035 — design recyclability ≥ 95% AND at-scale recycling demonstrated in the consumer market.

Aluminium beverage cans, PET bottles, and corrugated transport packaging will likely meet both bars in most EU markets. Many multilayer consumer flexibles will meet the design bar but fail the 2035 at-scale bar in markets without dedicated sortation.

How to grade your portfolio in practice

For a typical 400-SKU portfolio across DACH, a workable approach:

  • 1. Decompose each SKU. List every component by mass: substrate, ink, coating, adhesive, label, closure, sleeve.
  • 2. Apply the source criteria per component. RecyClass for plastics, Cepi for paper, FEFCO for corrugated. Score each component.
  • 3. Take the worst grade. That is the overall SKU grade.
  • 4. Cite the source. Every grade in the Declaration of Conformity must point to the source criterion used (RecyClass v2.4 dated YYYY-MM, etc.).
  • 5. Re-grade on spec change. Any change to material, ink, coating, adhesive or label triggers a re-grade.

Five Article 6 traps

  • The 5% rule is per component, not per item. A 95% PET bottle with a 5% PVC sleeve still grades as a PVC item — the sleeve’s grade dominates because it disrupts the PET stream.
  • Carbon black inks invisible to NIR sortation. Even mono-material PET printed with carbon-black ink degrades to grade C in markets with NIR-based sortation (most of DACH).
  • Hot-melt adhesives on labels. A water-soluble adhesive shifts a grade-B item to grade A; a hot-melt on the same item can push it to C.
  • Compostable barrier films on paper. The compostable layer is not assessed in the paper recycling stream; it counts as a non-paper contaminant.
  • Ignoring market-specific sortation. The 2035 “at scale” bar will surprise teams that assumed grade A is global.
